I am Kourosh, King of the world, great king, mighty king, king of Babylon, king of the land of Sumer and Akkad, king of the four quarters son of Camboujiyah(Cambyases), great king, king of Anshan, descendant of Chaish-Pesh(Teispes), great king, king of Anshan progeny of an unending royal line, Whose rule Bel and Nabu cherish, whose kingship they desire for their hearts, pleasure. From…to the cities of Ashur, Susa, Agade and Eshnuna, the cities of Zamban, Meurnu, Der as far as the region of the land of Gutium, the holy cities beyond the tigris Whose sanctuaries had been in ruins over a long period the gods whose abode is in the midst of them, I returned to their places and housed them in lasting abodes. I gathered together all their inhabitations and restored(to them) their dwellings. The gads of Sumer and Akkad Whom Nabounids had, to the anger of the lord of the gods, brought into Babylon.I, at the bidding of Marduk, the great lord, made to dwell in peace in their habitations, delightful abodes May all the gods whom I have placed within their sanctuaries address a daily prayer in may favour before Bel and Nabu, that my days may be long and may they say to marduk my lord, "may kourosh the king, who reveres thee, and kaboujiyah his son… Now that I put the Crown of kingdom of Iran, Babylon, and the nations of the four directions on the head with the help of (Ahura) Mazda, I announce that: I will respect the traditions, customs and religions of the nations of my empire and never let any of my governors and subordinates look down on or insult them until I am alive. From now on, till (Ahura) Mazda grants me the kingdom favor, I will impose my monarchy on no nation. Each is free to accept it, and if any one of them rejects it, I never resolve on war to reign. Until I am the king of Iran, Babylon, and the nations of the four directions, I never let anyone oppress any others, and if it occurs, I Will take his or her right back and panalize the oppressor and until I am the monarch, I will never let anyone take possession of movable and landed properties of the others by force or without compensation Until am alive, I prevent unpaid, forced labor. To day, I announce that everyone is free to choose a religion. People are free to live in all regions and take up a jab provided that they never violate other's rights No one could be penalized for his or her relatives' faults. I prevent slavery and my governors and subordinates are obliged to prohibit exchanging men and women as slaves within their own ruling domains.

Such a traditions should be exterminated the world over I implore to (Ahura) Mazda to make me succeed in fulfilling my obligations to the nations of Iran (persia), Babylon, and the ones of the four directions.

منم كوروش،شاه جهان،شاه بزرگ،شاه دادگر،شاه بابل،شاه سومر و اكد،شاه چهار گوشه جهان.پسر كمبوجيه،شاه بزرگ،شاه انشان،نوه كوروش،شاه بزرگ...نبيره چيش پيش،شاه بزرگ،شاه انشان...از دودماني كه هميشه شاه بوده اند و فرمانروايي اش را ((بل)) و ((نبو)) گرامي مي دارند و[از طيب خاطر و] با دل خوش پادشاهي او را خواهنند.

 آنگاه كه بدون جنگ و پيكار وارد بابل شدم،همه مردم مقدم مرا با شادماني پذيرفتند.در بارگاه پادشاهان بابل بر تخت شهرياري نشستم.مردوك خداي بزرگ دل هاي مردم بابل را به سوي من گردانيد...زيرا من او را ارجمند و گرامي داشتم.او بر من،كوروش كه ستايشگر او هستم و بر كمبوجيه پسرم،و همچنين بر كس و كار[و ايل و تبار] و همه سپاهيان من،بركت و مهرباني ارزاني داشت.ما همگي شادمانه و در صلح و آشتي مقام بلندش را ستوديم. به فرمان((مردوك))،همه شاهان بر اورنگ پادشاهي نشسته اند.همه پادشاهان از درياي بالا تا درياي پايين[مديترانه تا خليج فارس]،همه مردم سرزمين هاي دوردست،از چهارگوشه جهان،همه پادشاهان((آموري))و همه چادرنشين مرا خراج گزاردند و در بابل روي پاهايم افتادند.

از...تا آشور و شوش من شهر هاي ((آگاده))،اشنونا،زمبان،متورنو،دير،سرزمين گوتيان و همچنين شهرهاي آنسوي دجله را كه ويران شده بود از نو ساختم. فرمان دادم تمام نيايشگاه هايي كه بسته شده بودند را بگشايند.همه خدايان اين نيايشگاه ها را به جاهاي خود باز گردانم. باشد كه دلها شاد گردد...

بشود،خداياني كه آنان را به جايگاه هاي نخستين شان بازگرداندم،...[قبل از ((بل))و((نبو))]هر روز در پيشگاه خداي بزرگ برايم خواستار زندگي بلند باشند.چه بسا سخنان پربركت و نيكخواهانه برايم بيابند.و به خداي من مردوك بگويند:"به كوروش شاه،پادشاهي كه ترا گرامي مي دارد و پسرش كمبوجيه،جايگاهي در سراي سپند ارزاني دار. اينك كه به ياري ((مزدا))تاج سلطنت ايران و بابل و كشورهاي چهارگوشه جهان را به سر گذشته ام اعلام مي كنم كه تا روزي كه زنده هستم و مزاد توفيق سلطنت را به من مي دهد دين و آئين و رسوم ملت هايي را كه من پادشاه آنها هستم محترم خواهم شمرد و نخواهم گذاشت كه حكام و زيردستان من دين و آئين و رسوم ملت هايي كه من پادشاه آنها هستم يا ملت هاي ديگر را مورد تحقير قرار بدهند يا به آنها توهين نمايند.من از امروز كه تاج سلطنت را به سر نهادم ام تا روزي كه زنده هستم و مزدا توفيق سلطنت را به من مي دهد هرگز سلطنت خود را بر هيچ ملتي تحميل نخواهم كرد و هر ملتي آزاد است كه مرا به سلطنت خود قبول كند يا نكند و هرگاه نخواهد مرا پادشاه خود بداند من براي سلطنت آن ملت مبادرت به جنگ نخواهم كرد.

من تا روزي كه پادشاه هستم نخواهم گذاشت مال غيرمنقول و منقول ديگري را به زور يا به طريق ديگر بدون پرداخت بهاي آن و جلب رضايت صاحب مال،تصرف نمايند و من تا روزي كه زنده هستم نخواهم گذاشت كه شخصي،ديگري را به بيگاري بگيرد و بدون پرداخت مزد،وي را به كار وادارد.

من امروز اعلام مي كنم كه هر كسي آزاد است كه هر ديني را كه ميل دارد بپرستد و در هر نقطه كه ميل دارد سكونت كند،مشروط بر اين كه در آنجا حق كسي را غصب ننمايد و هر شغلي را كه ميل دارد پيش بگيرد و مال خود را به هر نحو كه مايل است به مصرف برساند،مشروط بر اينكه لطمه اي به حقوق ديگران نزند.

هيچ كس را نبايد به مناسبت تقصيري كه يكي از خويشاوندانش كرده مجازات كرد. من برده داري را برانداختم،به بدبختي آنان پايان بخشيدم.

من تاروزي كه به ياري مزدا زنده هستم و سلطنت مي كنم نخواهم گذاشت كه مردان و زنان را به عنوان غلام و كنيز بفروشند و حكام و زيردستان من مكلف هستند كه در حوزه حكومت و ماموريت خود مانع از خريد و فروش مردان و زنان به عنوان غلام و كنيز بشوند و رسم بردگي بايد به كلي از جهان بر افتد.

از مزدا خواهانم كه مرا در راه اجراي تعهداتي كه نسبت به ملت هاي ايران و بابل و ملل چهار جانب جهان بر عهده گرفته ام موفق گرداند.
